The Contractor shall:

1. Provide program management support to ensure the Government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction. Program Management and other key personnel shall be in place no later than the first day of the contract period.
2. Accomplish all necessary transition-in and transition-out planning and implementation activities effectively and seamlessly while in continual coordination with the Government.
3. Provide on-site Program Management support at the JPRA HQ location to coordinate, integrate, plan, and oversee functions, contractor administration and management, cost management, and reporting to the Government on all activities supported by this PWS. The Contractor Program Manager (PM) shall meet with the Contracting Officer Representative (COR) or designated representatives, and other personnel as appropriate, to address contract issues and program execution.
4. Provide an on-site Technical Lead at HQ and JPRA-West to coordinate, plan, and oversee local contractor tasks and report activities back to the Program Manager.
5. Identify risks, resolve problems, and document corrective actions.
6. Develop and maintain processes to ensure problems and action items discussed with the Government are tracked through resolution and provide timely status reporting.
7. Research, document, and recommend a cost reduction plan to support system modernization, upgrades, and replacement activities.
8. Perform necessary activities and complete Government-provided checklists to ensure operational readiness and compliance in preparation for inspections.

This is a firm fixed price contract with a 12-month base and four (4) one (1) year option periods.
