The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate
(WHS/AD) intends to award a sole source, Firm-Fixed Price (FFP) contract to Deloitte & Touche LLP,
1919 N Lynn Street, Arlington, Virginia 22209, in order to perform all aspects related to the Financial
Improvement and Audit Remediation (FIAR) Support Services for the Defense Security Cooperation
Agency (DSCA). These services will support and enhance DSCA’s existing infrastructure by:
strengthening internal controls and financial management practices, instituting sustainable business
processes, implementing data analytics and Federal Identity Credential and Access Management
(FICAM) requirements for existing systems, and driving effective change throughout the Security
Cooperation community.
The Period of Performance will be from November 15, 2024, through November 14, 2027, which include
one (12-month) base period, and two (12-month) option periods.
