The Defense Counterintelligence Security Agency (DCSA) proposes to enter into a task order under General Service Administration (GSA) Schedule 70 Contract GS-35F-0607W on the basis of an exception to fair opportunity to provide Background Investigations Enterprise Services (BIES) Database Administration (DBA) support to DCSA’s Program Executive Office (PEO) office.
The purpose of this document is to obtain necessary approvals to award a new task order under General Service Administration (GSA) Multiple Award Schedule (MAS) 54151S contract GS-35F- 0607W, to Harmonia Holdings Group LLC., on a Firm Fixed Price (FFP) basis. The proposed period of performance is three (3) years, comprised of a 12-month base period, and (2) Two 12-month option periods. Harmonia Holdings Group LLC., is a large business for NAICS code 521511.
The proposed services under this task order will enable BIES PEO to provide unique and blended Database Administration (DBA) skillsets, including advanced performance optimization patching, system updates, seamless integration capabilities, and comprehensive support services tailored to DCSA’s specific organizational needs and requirements. The estimated total price of the three (3) year period of performance (PoP) for this requirement is $9,277,700.00, including option periods.
Harmonia Holdings LLC., has demonstrated their expertise in Natural Language software, CONNX software, and the Adaptable Database System (ADABAS) which is a high-performance, multithreaded, database management system for mainframe platforms. ADABAS is a niche database management system, with a shrinking pool of exceptional administrators. ADABAS is at the core of the BIES mission as the database for The Personnel Investigations Processing System (PIPS). Harmonia is currently able to provide multiple exceptional technicians with 20 years of average experience to include the required Top Secret security clearance requirement for this effort. Coupled with Harmonia’s unmatched Oracle and SQL Database Administration, they offer unparalleled efficiency, reliability, and flexibility for managing DCSA’s mission critical and complex database environments.
Due to the level of technical complexity and mission criticality a new contractor cannot reasonably be expected to begin work in December 2024 without a concurrent contract with Harmonia to ensure full performance of the required database administration support services.
By awarding to Harmonia Holdings LLC., DCSA is making a strategic investment in our database and IT infrastructure, lowering risk of mission failure by retaining critical DBA support until BIES ultimately completes cloud migration.
