The contractor shall provide records management and program analyst support to Fulfill General Services Administration (GSA), Department of Homeland Security (DHS), Department of Defense (DoD), and National Archives & Records Administration request
to evaluate all USCG programs processes/procedures, information systems, and annual reporting requirements; developing and implementing remediation plans to bring negative, moderate, high-risk program areas into compliance with USCG, DHS, NARA, and Federal records regulations and policies; and creating and managing dashboards for monitoring and reporting implementation status.
USCG is also seeking contract support to conduct research to review current and legacy USCG Records Retention Schedules to identify and eliminate redundancies, update retention schedules to incorporate current technologies and business practices, work in conjunction program/system owners and NARA Appraisal Archivist to collect program/mission information required for the contractor to draft new records retention schedules in accordance with NARA policies.
Contract support shall also develop web-based training modules and provide personnel for other records and information management program support functions and activities.
Task Areas include:
– Comprehensive Agency-wide RIM Program Compliance Assessment
Dashboard. Create and manage a dashboard for monitoring implementation and reporting status through to completion for all projects/tasks listed within SOW. Dashboard should also track individual compliance subjects/tasks/areas identified by the government and modified as needed.
Records Management Self-Assessment (RMSA). Review current and previous National Archives and Records Administration (NARA) RMSA Reports. Identify, document, track negative responses, unaddressed, high risks, and non-compliant areas.
Federal Electronic Records and Email Management Maturity Model Report (FER-EMMMR) Assessment. Review current and previous FER-EMMMR results to identify program area risk rating/compliance rating. Identify, document, track negative responses, unaddressed, high risks, and non-compliant areas.
USCG Triennial RIM Assessment. Evaluate program responses to Triennial RIM Assessment. Calculate, compile, and draft statistical and narrative report summarizing each program’s compliance each section of the Triennial RIM Assessment.
