It is late in the game to make any big moves, but CIO-SP3 SB Primes should take note that the latest word out of DHS is that it is planning to compete this task order, which appears to have previously been awarded on Alliant 2, as a small business set-aside action on the CIO-SP3 GWAC.
Overview: A focus for the recompete is to renew operations and support services to include Service Desk and NOSC Management Support, critical network maintenance, and Network Operations Center (NOC) Support, Security Operations Center (SOC) Support, and NOSC Management Support.
Who is the incumbent?: General Dynamics Information Technology (GDIT) is a major partner to USSS and they are a known and long-time incumbent on the NOSC support contract. See the most recent one-year Alliant task and spend here and the prior 2 -year Alliant 2 task award and spend here. These were awarded as sole source actions and a logical follow-on to the prior contract, which had been competed on Alliant 2. See the contract details and spend for that contract here. The spend has averaged around $7M/year and the current contract is set to expire in June of 2024.
DHS has stated that the RFP is expected to be released on CIO-SP3 as a small business set-aside in early April. It is very possible that DHS has misrepresented this and that it will be go out unrestricted – worth keeping an eye on.
