Quick Hit: On the heels of an RFP being released last Fall, the latest word out of the Department of Homeland Security is that an RFP is expected to be released in May for this 5-year contract to obtain application development and operation and maintenance support services for the U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) cargo systems applications, with an award in late 2024. 

The Cargo Systems Program Directorate (CSPD) is a unit within CBP OIT with the mission to deliver and sustain technology solutions that support the security of the international supply chain, foster U.S. economic competitiveness, intercept threats at the border and expedite the movement of legitimate cargo. CSPD is primarily responsible for the development and maintenance of systems and interfaces that support CBP, other Government agencies, and the trade community for import, export, and control of merchandise shipments. CBP is the second largest revenue collector for the U.S. Government and CSPD is responsible for providing the capabilities to support this revenue collection and the information exchange with the trade community, other government agencies and foreign governments. CSPD manages systems such as the Automated Commercial Environment (ACE) and the Advanced Trade Analytics Platform (ATAP) Program. 

The scope of this requirement shall include, but is not limited to, the CSPD programs and projects identified below: 

  • ACE capabilities and features such as the ACE Portal, Collections, Cargo Release, Post Release, International Trade Data System (ITDS), Manifest, Automated Export System (AES), and Business Intelligence and Reporting functionality
  • ATAP capabilities and features such as Data Ingestion and Integration, Case Management, Data Visualization, and Advanced Analytics

The scope also includes cross-functional support for the Agile Teams.

While in the latest forecast DHS is stating this is a new requirement, a known incumbent and major partner to CSPD is Dev Technology Group, who was awarded a 5-year contract in the Spring of 2019, with a stated focus to “procure application development and operation and maintenance support services for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) to develop and support cargo systems applications.”  That contract, which was competed and awarded as a small business set-aside action on GSA MAS, drew 12 bidders.
