The Federal Emergency Management Agency (FEMA) National Business Emergency Operation Center (NBEOC) recognizes that emergency managers require a baseline of pre- and post-disruption conditions and the all-hazards impacts of a disaster to the natural, social, and economic environments. The impacts of hazards along with the potential need for logistics to support administration and distribution of supplies, requires enhanced analysis of business capabilities and capacities, and economic global environment. To facilitate the stabilization of community lifelines, close collaboration between FEMA NBEOC, other Federal agencies, and private sector leaders of business, industry, and infrastructure are necessary to protect citizens and rebuild communities.

The Contractor shall maintain a qualified team with the proper skill mix and level of personnel resources to provide FEMA professional Geospatial Information Services to support the business and economic analysis needs of the NBEOC. Due to the nature of disaster response and reporting, this team will be available to NBEOC 24/7 before, during, and after presidentially declared disasters.  The following categories of service are required for several NBEOC initiatives. All initiatives are Agency-wide and have far-reaching implications for FEMA employees as well as the whole community.  The Contractor shall follow industry best practices related to data retrieval, ingestion, sanitization, aggregation, management, security, and formatting to minimize errors, inconsistencies, and biases.  The Contractor shall provide FEMA with data subscription(s) to support business and economic analysis reporting. These subscriptions must be mutually agreed upon and include specific business data that is not readily available in open-source databases or that provides a degree of reliability above available open-source data. The contractors shall assemble and analyze this data for solving the issues as needed to support business and economic recovery.
