DHS CISA Sources Sought: Cyber Storm Exercise Support

The purpose of the Cyber Storm (CS) exercise support services is to provide assistance to the National Cyber Exercise Program (NCEP) in the design, support, and execution of CS exercise that focuses on improving the readiness of federal, state, local, tribal, and territorial (SLTT) government agencies, critical infrastructure, private sector partners, and international entities.

As CS has matured as the National Cyber Exercise, it has developed into a series of several linked exercise events. The capstone CS event is a week-long distributed, operations-based functional exercise that will be focused on validating the plans, policies, agreements, and procedures of the exercise participants. As deemed necessary by NCEP, several preparatory stakeholder-focused tabletop exercises and seminars will occur prior to the CS capstone exercise. In addition, a tabletop exercise component may occur immediately before or after the capstone exercise to achieve specific objectives that are best accomplished in a discussion-based exercise. The contractor shall support NCEP in the planning, coordination, execution, and after-action review of all CS preparatory and capstone events in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. A cyber exercise of the scope and magnitude of CS requires a high level of coordination across all levels of government and private industry. CS will require the availability of a wide spectrum of skills ranging from programmatic and administrative support (meeting planning and technical document development) to critical exercise specific skills (scenario and policy development, cyber subject matter expertise, and critical infrastructure knowledge). The contractor will need to have the capacity to support exercise surge requirements as exercise planning and conduct dictates. Successful execution of this SOW will assist the NCEP in its efforts to establish, enable, and exercise the capabilities and procedures that will help ensure the security of the nation’s broad and interdependent cyberinfrastructure. 2.0 Technical Requirements/Tasks Task 1 – Program Management Task 2 – Functional Exercise planning, coordination, development and execution Task 3 – Surge Support (Optional) Task 4 – Supporting Tabletop Exercises (Optional) Task 5 – Supporting Seminars (Optional)
