Infrastructure Library (ITIL) methodology. The objective of this Performance Work Statement (PWS) is to use the ITSM ITIL framework to provide consistent, available, and reliable IT services to DHA HQ locations that currently use the Network Support Services (NSS) supported local area network (LAN). The consolidation of all Network/IT support provided to the entire DHA, for all DHA facilities worldwide will require the integration of the IT support provided under this statement of work in to the new DHA Enterprise Support GSP footprint where ever possible.

Using proven industry standards, and in collaboration with all other DHA IT Enterprise Support Groups, the contractor shall provide for the services required to effectively manage, operate, maintain, and integrate the transfer of IT support provided under this PWS, to the DHA Enterprise IT GSP support elements.

In order to fully integrate into the MHS Joint Active Directory Management (MJAD), the MHS Medical Community of Interest (MEDCOI) and the Desktop to Data Center (D2D) network environments, systems, and infrastructures the contractor, shall provide for the transition of direct on site support provided under this statement of work and the transition or transfer of support to other DHA enterprise support elements to include but not limited to, the DHA Global Service Center (GSC), DHA Life Cycle Management, DHA Regional Operations, DHA Enterprise Service Management, GSP Provider or DHA Network Operations.

The goal and objective of these activities and this PWS is to provide for the full integration of all areas of LOCAL IT support into the New DHA integrated enterprise support models to include, but not limited to, desk side support, remote or onsite troubleshooting, Onsite IT touch labor, local IT support activity program/project management support, network security and infrastructure assurance activities to include Risk Management Framework/Authorization To Operate (RMF/ATO) support, in room/on-site video teleconferencing support and assistance, DHHQ site asset management activities, and limited network/systems engineering support where required.

1.5 Scope: This award provides for non-classified IT and up to open secret classified support, services and tasks that encompass the IT support services supporting the DHA Health Information Technology (DAD IO/ J6) Infrastructure and Operations (I&O) DHHQ local IT support requirement and the tasks and activities associated with the implementation of and migration to a fully integrated site and enterprise IT GSP support model. This PWS requires that all key personnel have and maintain a secret clearance. The extent of the IT support services to be provided includes operating and maintaining and the transition to a fully integrated site and enterprise IT support model all current DHHQ sites, network domains currently referred to as the DHA Network (DHAN) as well as all respective IT network, systems support services, associated infrastructures, and enclaves to include:

• DHHQ SITES Local IT Site Support Program/Project Management
  • Including all remaining Transition Activities to the new Fully Integrated Site and Enterprise IT GSP Support Models.
• DHHQ SITES Local IT Site Support ON-SITE Desk Side Support (Tier 2)

  • On Site Support as required to design, develop deploy and Transition of Support (wherever possible) to other DHA Enterprise Network and Systems Engineering Services and transition out to Geographical Service Provider (GSP) program.
