The purpose of this Blanket Purchase Agreement (BPA) is to procure professional non-severable and severable services to maintain continuous uninterrupted operations and maintenance support services for HRSA’s PPRS Enterprise platform. PPRS is a core system supporting performance evaluation, provider data management, and operational analytics that inform decision-making and regulatory compliance across HRSA’s Bureaus and Offices. The current PPRS O&M support contract is scheduled to expire on 5/30/2025
Due to delays stemming from recent changes in Executive Office Administration and the implementation of new mandates, HRSA has been limited in its ability to execute key procurement activities in recent months. These delays have impacted the agency’s capacity to perform comprehensive market research, issue solicitations, and award new acquisitions in accordance with planned timelines.
Description: PPRS O&M services must meet the mission of HRSA’s Bureaus and Offices. The scope includes PPRS and any additional systems, sub-systems and related modules that may be added throughout the duration of this BPA. Services may cover more than one phase of the Software Development Lifecycle (SDLC), including requirements gathering and analysis, solution design and development, unit and functional testing, user acceptance testing, supporting verification and validation test services, deployment, integration, and documentation.
HRSA remains fully committed to promoting full and open competition for all future acquisitions. However, the procurement process for the recompete of the Program Performance Reporting Systems (PPRS) Operations and Maintenance (O&M) support has been delayed due to the transition in Executive Office Administration and the implementation of new government-wide mandates.
