This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.

The Pension Benefit Guaranty Corporation (PBGC), located at 445 12th Street SW, Washington, DC 20024 is issuing this Notice of Intent to inform industry contractors of the Government’s intent to execute a Sole Source Award as a FAR part 12 requirement using FAR part 15 procedures.

The intended Contractor is Science Applications International Corporation (SAIC), located at 1710 SAIC Drive, McLean, VA 22102.

PBGC’s Information Technology Infrastructure Operations Division (ITIOD) requires a wide range of IT Infrastructure Operations Support Services (ITIOSS) to support the agency’s diverse technological environment that are consistent with the scope of those currently provided under IDIQ order no. 16PBGC20T0002, which expires on December 31, 2024. Because award of a new
competitive contract through the General Services Administration (GSA)’s Federal Acquisition Service, Assisted Acquisition Services has been delayed, PBGC intends to award a sole-source bridge contract to sustain current levels of performance from the incumbent contractor, SAIC, for up to 10 months. Key services required for this effort include the following:

• Data Center Services
• Voice, Video, and Network Infrastructure Services
• IT Service Management (ITSM) Tool Support
• IT Service Catalog Support
• IT Infrastructure and Application Availability, Capacity, and Performance Monitoring
• ITIOD Reporting and Dashboarding
• Major Incident Management
• Problem Management
• Risk Management
• Change Management Support
• Asset Management and Inventory
• Configuration Management
• IT Security Services
• Test Center Operations
• Development, Modernization and Enhancements
• Disaster Recovery/ COOP and Testing Coordination and Execution
• Cloud Integration and Support

This notice of intent is not a request for competitive proposals or quotations. Any party who
believes they can perform this requirement may submit a capability statement for consideration
by the Government. Any response to this notice must show clear, compelling and convincing
evidence that competition would be advantageous to the Government. The intent of this
synopsis is for informational purposes only. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive procurement. A
determination by the Government not to compete this action based on this notice is solely
within the discretion of the Government.

The Government will not be responsible for any costs incurred by responding to this notice. All
interested parties who are responsible, certified, and capable may identify their interest and
may submit a capability statement by November 19, 2024 by 12:00 P.M. ET. Responses to this
