CBP RFI: Electronic Health Records (EHR)

U.S. Customs and Border Protection (CBP) is conducting market research to gain a greater understanding of the full range of available options to support the need for an Electronic Health Records (eHR) system. This should include the selection, configuration, and implementation of an application (or suite of applications) that provides a one-stop capability for CBP Medical Services Contractor to document medical conditions and medical care for persons in CBP’s care or custody at medical units within border processing facilities.

CBP is seeking industry feedback on any and all existing tools that may be configurable and/or expandable to implement a commercial-off-the-shelf, end-to-end electronic Health Record (eHR) system. This system should be similar to the current systems used in medical facilities nationwide 24/7 with a focus on being utilized in detention-style border processing facilities. but with the ability to accept modifications capable of meeting the specific needs of CBP, including interoperability with other CBP and external IT systems. In support of the system, CBP anticipates the vendor will provide any required engineering, system design, or development required. This RFI requests specific information from vendors regarding their potential to meet the requirements in the format of a narrative that addresses corporate information, solution context, and responses to critical business requirements.

The offeror should detail their approach to implementation of an electronic Health Record (eHR) application in its entirety, including if additional enhancements would be required to meet CBP’s needs and how user privacy concerns, and user locations would be addressed. In addition, the application will be required to go through a review with CBP’s IT organization if it is installed on the CBP network.
