The purpose of this blanket purchase agreement (BPA) is to establish an acquisition vehicle for use by the Bureau of the Fiscal Service, Division of Procurement Services (DPS), on behalf of the US African Development Foundation (ADF), to obtain Professional Support Services on an as needed basis. This BPA provides for the issuance of firm-fixed price (FFP), Labor Hour or hybrid orders. An order becomes a binding contract when it is accepted for a specific service and amount. The government reserves the right to award either a single award BPA or a multiple-award BPA, resulting from this solicitation.
PROFESSIONAL STAFFING/SCOPE OF WORK FUNCTIONS
5.1 All Contractor personnel assigned to a subsequent task shall be fully qualified, experienced and capable of performing the work of the BPA Order position they are filling.
5.1.1. Associate Attorney A. Major Duties: The Associate Attorney shall: i. Complete USADF Grant Compliance Review, including due diligence on prospective USADF grantees and editing grant agreement documents. Draft Memorandums of -Understanding (MOUs) and other legal documents related to USADF’s strategic partnerships. ii. Draft and revise USADF’s policies and procedures. iii. Assist the acting General Counsel with providing ethics-related assistance to USADF, including annual Ethics Training to USADF’s French speaking CPCs and Partners. iv. 5.1.2 Senior Training Specialist Responsible for designing and facilitating learning and development strategies designed to strengthen employees, organizational capabilities, and performance.
