Broad Agency Announcement for Concept Focused Warfighting Experiment 2026 (CFWE 26), Command and Control-counter Command and Control (C2-cC2)

Purpose:Ā  The U.S. Army Futures and Concepts Center (FCC) is designing the future force by developing integrated concepts and requirements, informed by experimentation, and synchronized into Army Futures Command (AFC) and Army processes to drive persistent Army modernization.Ā  The FCC experimentation framework is designed to synchronize and integrate experimentation activities across the AFC, utilizing a Concept-Focused approach to drive a coherent and efficient experimentation effort that optimizes resource utilization, reduces risk, and enhances warfighting capabilities through a unified and repeatable process.

C2-CC2 CFWE 26 TECHNOLOGY FOCUS AREAS

Analytical Systems:Ā In support of future analytical challenges, seeking TRL 6 or higher with existing approved ATOs for SIPR to allow future MI soldiers to conduct Processing, Exploitation, and Dissemination enabled by AI or ML for object recognition:

  • Object detection with little or no additional model training.
  • Assist in automated BDA of selected targets, munitions, and target composition.
  • AI or ML data correlation and normalization of system-created data to support congested information inputs.
  • ISA, JICD 4.X or CoT capability desired ā€¦

Model and Simulation:Ā  Provide aerial surveillance platform options that support enhanced intelligence analysis to include GEOINT (infrared, night vision, support heat map construction, current terrain delineations, satellite imagery, high-resolution depictions, etc.), HUMINT (AIML message generation) compatible with legacy simulation (JCATS 18.0.1, IEWTPT 7.5.2, and MUSE 11.2), and the Synthetic Training Environment. Capability must have an IATT/ATO for Army SIPR and should leverage a plug-in architecture that supports the rendering of real-world terrain. Additional requests are highlighted below:

  • JLVC compatibility and functionality with HLA version 1516 enhanced and/or DIS IEEE 1278.4-1997 to integrate with existing simulation software ā€¦

Electromagnetic Support, Electromagnetic Protect, and Effects: Ā In support of Electromagnetic Warfare & SIGINT, ES, EP, and EA, and geospatial payloads are needed that can be integrated with future Army capabilities.

  • Capability should be TAK compliant integration.
  • Capability is preferred to be ISA (Integrated Sensor Architecture) and JICD 4.X compliantā€¦
