The U.S. Army Intelligence and Security Command (INSCOM) executes mission command of operational intelligence and security forces; conducts and synchronizes worldwide multi-discipline and all-source intelligence and security operations; delivers linguist support and intelligence-related advanced skills training, acquisition support, logistics, communications, and other specialized capabilities in support of Army, Joint, and Coalition Commands and the U.S. Intelligence Community.

The purpose of this effort is to provide INSCOM with a full-scale digitization program of their Records Center and Archives.

The Contractor shall provide Access Control Officer and Escort Support Services at the designated Place of

Performance, to include the following outlined tasks:

  1. Equipment purchases and installation of scanners and workstations for onsite use at the HQ INSCOM Records Center at Fort Belvoir, VA. The project requires 3 scanning stations for each of the classification domains including Unclassified, Secret, and Top Secret.
  2. Document preparation for scanning and any preparatory manual metadata entry.
  3. High-speed scanning with each station having the ability to scan 5,000 pages/day.
  4. Building a records management relational database to manage records and store required record metadata.
  5. Have a quality management process that complies with NARA-prescribed standards for digitized permanent records.
