This contract requires access to Sensitive Compartmented Information (SCI). The Commander, US Army Intelligence and Security Command (INSCOM), acting on behalf of the DA Deputy Chief of Staff (DCS), G-2 is the Cognizant Security Authority (CSA) for the US Army, has exclusive security responsibility for all SCI released to the contractor or developed under the contract and held within the Contractor’s SCI Facility (SCIF) or Co-utilization Agreement (CUA).
The contractor shall provide all personnel and supervision as nonpersonal services to perform logistics and engineering support services as defined in this PWS. The contractor shall perform to the standards as set forth in this contract. This contract is for global multi-disciplined engineering, facilities, maintenance, logistics, and sustainment support to United States (U.S.) Army Intelligence and Security Command (INSCOM), U.S. Army Cyber Command (ARCYBER), Army Intelligence, Joint Forces, Combatant Commands, and the Intelligence Community (IC).
Scope: These services will simultaneously support tactical, operational, and strategic intelligence units, personnel, ground and aerial intelligence equipment, operation facilities, and infrastructure from multiple locations. This PWS also incorporates program management; logistics planning, programming, and services; engineering services; Logistics and Facilities, G-4 Portal management; sustainment and maintenance of nonstandard (non-Program of Record), and Program of Record, intelligence systems to include the integration of new intelligence technologies and capabilities; hardware design and integration; network management; support to technology development and application. Performance begins at the home station supporting administrative operations and training and extends from pre- deployment to post-deployment operations.
The contractor personnel providing services within the Continental United States (CONUS) may be subject to immediate deployment Outside the Continental United States (OCONUS) in support of operations. Some contractor personnel may be embedded with a unit in combat or hostile areas, for a known or unknown timeframe. Operationally, the contractor shall rapidly adapt to continually changing battle areas and operational conditions and be able to rapidly shift assets in support of changing mission and risks.
During the performance period for this contract, the contractor shall maintain all systems and facilities in accordance with (IAW) the applicable Army Regulations, Army Doctrine Reference Publications, Army Doctrine Publications, and Department of the Army Pamphlets, Technical Bulletins, Technical Manuals, and Original Equipment Manufacturers (OEMs) guidelines and/or recommendations.
Due to constantly changing mission requirements and the need to take advantage of short windows of opportunity, equipment and services are frequently required on short notice. The contractor’s ability to provide goods, services, and support within time constraints are critical.
The Period of Performance shall be a one, 12-month base period with four, 12-month option periods.
