Air Force RFP: Planning, Programming, Budgeting and Execution (PPBE) BPA

Air Force requires its leaders and key personnel, trained with understanding of Air Force planning, programming, budgeting, and execution (PPBE) process. HAF/A8PE and HAF/A8X requires the Contractor to use Government approved training suite of courses to ensure personnel involved with Air Force PPBE process are prepared for their assigned duties and responsibilities. HAF/A8PE and A8X requires highly qualified contractor subject matter experts (SME) to conduct this essential training requirement.

Objective:  The Contractor shall provide all required support for nine specific tasks to support the Air Force PPBE Training Support Requirement.

Approach:  The Contractor approach shall consist of needs assessment and customization, comprehensive curriculum development, adaptable and scalable training delivery, collaboration, and knowledge sharing, security clearance and compliance, and ongoing evaluation and improvement.  By employing this objective-driven approach, the contractor as the PPBE Training Support lead will effectively equip Air Force personnel with the essential knowledge and skills to contribute to the success of the PPBE process, supporting the Air Force in achieving its mission and strategic goals.

Task 1 Introduction to PPBE Course.  “Introduction to PPBE Course is intensive education of approximately 16 instructional hours administered over a 2-day period.”, with practical exercise taught through block 9 included on the last day. This course will combine lecture, group discussion, and practical exercises to achieve the learning objectives. The Contractor shall plan to virtually instruct the “Introduction to PPBE Course” as needed with a minimum class size of 15, though classes of fewer than 15 or more than 50 students may be approved by HAF/A8PE representatives. All Planning, Programming, Budgeting, and Execution (PPBE)-related training to be developed, taught, and maintained at the unclassified level unless specifically directed otherwise by HAF/A8P/A8X. This course shall be taught by the contractor virtually in a seminar environment that is accessible for students from their issued Air Force Computer. Task 2 PPBE Executive Course.  The Contractor shall be prepared to instruct PPBE Executive Courses as needed. Each course will be between one and six hours in length, as appropriate to give senior Air Force leaders involved in resource allocation the background they need to function effectively in their duties. Attendees will normally include General Officers and Senior Executive Service civilians, as well as Colonels and GS-15 employees assigned duties in support of the Air Force Corporate Structure. The course will typically be administered one-on-one or in small groups, with each course tailored to the experiences of the specific attendees (the Contractor shall be responsible for ascertaining the level of experience of the senior ranking attendee and tailoring the course accordingly) …

Task 3 Program and Budget Review (PBR) Course.  The Contractor shall plan to instruct as needed 12 PBR Courses; with small exceptions these courses should be held twice a week for six-weeks in Jul, Aug and Sep.as determined by HAF/A8PE representatives. The course will be approximately two hours in length, specifically focused on preparing students for the upcoming DoD-led PBR exercise. Because the PBR process changes from cycle to cycle, the Contractor shall be prepared to extensively update the course and applicable material between and during cycles. The course shall be conducted by the Contractor’s instructors virtually with prior approval from HAF/A8PE, but in such a case the course material is limited to unclassified information. This course shall be taught in a seminar environment to groups of between 15 and 50 students, though classes of fewer than 15 or more than 50 students may be approved by HAF/A8PE representatives …

The initial period of performance will be 12 months from contract award date, and option years for this task may be exercised thereafter.  This PWS will cover the initial base year plus 4 option years.
