Air Force RFI: Air Mobility Operations Squadron (AMOS) Configuration Management/Systems Analysis (CM/SA) for AMOS Theater Battle Management Control System

The Air Operation Center (AOC) weapon system is the senior Command and Control (C2) element of the Theater Air Control System (TACS) and operational level focal point for C2 of air and space forces during Air Force (AF) and combined (coalition)/joint operations. Headquarters (HQ) Air Combat Command (ACC) is the Lead Command, Combat Air Force (CAF) and provider of AOC training systems/equipment.  There are numerous AOC entities at separate locations world-wide, to include AMC’s two AMOSs, providing fixed and deployable, training and innovation, functional, and manpower augmentation capabilities in support of the geographic air operations centers.

The objective is to acquire specialized contract C2 functional operations, technical support, and subject matter expertise (SME) to augment and enhance forces and operations at the 321st Air Mobility Operations Squadron (AMOS), Travis AFB, CA, and 621st AMOS, Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ.The Contractor shall assist in the daily execution of operations of the AOC.  Specific operational sub-tasks include:

C2 Systems Administration. The Contractor shall maintain the Command-and-Control Weapon System Part-Task Trainer (C2WSPTT) training suites, located in the 321 AMOS, Travis AFB, CA and 621 AMOS, JB-MDL, NJ, to facilitate Air Mobility Division (AMD) crewmember training, qualification, and process interface between the AMD and the other AOC divisions.  The contract C2 Systems Administration shall support the Chief of AMOS Systems and C2 Systems Team to maintain servers, workstations, peripherals, communications devices, and software is on-line and available to the user in an operational status as outlined in DAFMAN 13-1AOC, Volume 3.

The Contractor shall:

4.1.1. Install, configure, and maintain C2 systems servers.

4.1.2. Administer C2 system operating systems.

4.1.3. Load C2 system application software and patches.

4.1.4. Install, configure, and maintain system workstations.

4.1.5. Perform backup of C2 systems.

4.1.6. Manage all AOC small computer/terminal resources.

4.1.7. Manage user computer software configurations and tactical LAN systems.

4.1.8. Coordinate with users, workgroup managers, communications focal point personnel, and AOC WS SPO to resolve computer software and hardware problems.

4.1.9. Coordinate changes to the C2 systems network, computers, servers, or LAN systems with communications focal point personnel.

4.1.10. Participate in Developmental Test & Evaluation and Operational Test & Evaluation of C2 systems and new technologies.

4.1.11. Provide C2 systems administration and engineering planning, configuration management, integration, implementation, and operations in support of war, contingency and humanitarian operations, exercises and experiments.

4.1.12. Collaborate with AOC/AMOS Training Managers as necessary to ensure Mission Qualification Training (MQT), Continuation Training (CT), and crewmember evaluations requirements are known and de-conflicted with system maintenance configurations, technologies, and support responsibilities.

4.1.13. Contractor personnel shall possess the skills, knowledge, and training to perform the services required by this PWS.  The contractor shall have knowledge of:

  • AOC Weapon System (Falconer) C2 systems administration.
  • AOC operations within classified environments to include SIPRNet.
  • Unclassified NIPRNet and classified SIPRNet network enterprise environments.
  • Office automation software to include Microsoft operating systems and Microsoft Office suite of applications (such as Word, Excel, PowerPoint, Teams, and Outlook).
  • Systems administration of Microsoft Windows operating system software for servers and workstations.
  • Systems administration of Sun Microsystems Solaris operating systems software for servers and workstations.
  • System proficiency with Global Decision Support System (GDSS).
  • System administration and configuration management of Theater Battle Management Core System (TBMCS).
  • System administration and configuration management of Consolidated Air Mobility Planning System (CAMPS).
  • System administration and configuration management of Intra-Theater Airlift Request System (ITARS).
  • System administration and configuration management of Joint Operations Planning and Execution System (JOPES).
  • System administration and configuration management of with Global Command and Control System (GCCS) …
