Background.  Joint Base Charleston (JB CHS), as part of Joint Base Charleston, operates under the Air Mobility Command mission of providing Global Reach for the US Armed Forces. JB CHS provides heavy airlift to worldwide locations for war fighting troops, medical support, special operations support, and presidential support. The 437 Maintenance Group (MXG) consists of 437 Maintenance Operations (MXO), 437 Aircraft Maintenance Squadron (AMXS), 437 Maintenance Squadron (MXS), 437 Aerial Port Squadron (APS) and MXG staff.

The objective of this task is to provide information technology/assurance, help desk services and asset management, as defined below, and as required in referenced Air Force publications for over 775 computer users, computer hardware and software, e-mail accounts, tablet, Smartphone/mobile devices, internet, local area network, and overall information technology system administration within both the NIPR (Non-Secure Internet Protocol Router, unclassified) and SIPR (Secure Internet Protocol Router, classified) domains. The scope of this contract does not include support for 437 MXS or 437 APS. It encompasses 12 equipment accounts with over 734 devices in 5 buildings located on the Air Base portion of Joint Base Charleston.  In support of this task, the contractor is to provide:

  1. Information Technology Support
  2. Equipment Management Support
  3. User Support
  4. Operational Support

The contractor is to provide functional system administrator support in the application, installation, configuration, administration and testing of information technology systems and equipment. The contractor shall provide support by establishing, manning, and executing troubleshooting services, information assurance, and asset accountability to support end users; forward and track trouble tickets to the Enterprise Service Desk (ESD), as required, and utilize the current ticketing system to track all work orders and support requests. Contractor is to provide:

Information Technology Support:

  • Perform as functional system administrators to support and maintain NIPR/SIPR systems. Install, configure, troubleshoot, and maintain current NIPR/SIPR desktop/laptop/tablet configurations within Air Force Networking Operating Center standards.
  • Configure, troubleshoot, and maintain handheld client devices (including but not limited to tablets and Smartphone devices) …
  • Equipment Management Support:
  • All Information Technology Equipment must be picked up and received into the respective unit’s account by the contractor information technology asset manager (ITAM) and tracked, accounted for, updated, and sustained until expiration/turn-in/decommissioning and elimination from Air Force accountability system. All equipment must be prepared for use by contractor, who shall in-turn assign to individuals/work centers (as directed) and establish network connections and ensure functionality and interface with all required assets, software, and networks.
  • All accountable and pilferable assets must be labeled for tracking/accountability with appropriate identifiable AF indicators/labels displaying usage restrictions and classification by the ITAM before dispersing and/or assigning to workstations or to individuals.
