This contract will provide an email and digital subscription management system for website domains controlled and managed by the Office of Women’s Health (OWH), Office of Minority Health (OMH), and the Office of Disease Prevention and Health Promotion (ODPHP). Service includes digital communications management for up to 8 million potential users, customization of email templates, audience segmentation, testing and evaluation of communication formats, and automated re-engagement campaigns.
The US Department of Health and Human Services’ Office on Women’s Health (OWH), seeks a provider for the delivery of a digital subscription management system for the following websites: https://healthfinder.gov/, https://www.healthypeople.gov/, http://minorityhealth.hhs.gov/, https://www.womenshealth.gov/.
Requirements
The offeror shall collaborate with the management of OWH to provide digital subscription management services in support of user profiles and subscriptions at facilities.
These services should include:
- FedRamp certified Cloud servers
- Capacity to obtain and maintain proper Authority to Operate
- Unlimited email sends with delivery and management of all bounces
- Support to upload and migrate existing email lists
- Access to the vendor’s network of subscribers
- Ability to send mass notifications to multiple devices
- 24/7 system monitoring, email and phone support during business hours, auto- response to inbound messages from end users, and emergency support
- Text-to-subscribe functionality
- Up to 20 web-hosted training sessions annually
- Up to 400 administrators
- Up to 10 accounts
- Monthly analytical and reporting functionality and support, including ability to view engagement and impact metrics (e.g., subscriber counts, send counts, recipient counts, open rates, click rates, etc. for specific sends, for specific topics, for the OWH, OMH, ODPHP accounts)
- Monthly run and view standard reports and visualizations
- Run and view ad hoc reports and visualizations
- Access to a complete archive of all data created by covered website accounts for up to 18 months (rolling)
- Up to 30 hours of message template and integration development
- Up to 800 subscription topics
- Up to 100,000 SMS/text messages per year from a shared short code within the US
- Simple testing (A/B, 10/10/80)
- Automated timed “drip” campaigns
- Dynamic segmentation around bulletins, engagement, and questions
The period of performance shall be for a base period of 12 months with 12 month option periods.
