The requirement for the Office of the Secretary of Defense (OSD), Joint Staff, Services and Defense Agencies to support the Global Force Management Data Initiative (GFM DI) was promulgated in Strategic Planning Guidance, Mar 2004; Joint Planning Guidance, Jun 2004; Quadrennial Defense Review, Feb 2006; and Joint Planning guidance VII, Jun 2006. DoDD 8260.03 CE-01, The Global Force Management Data Initiative (GFM DI), March 2018, directs documenting force structure using the GFM Information Exchange Schema. The Deputy Secretary of Defense (DepSecDef) approved the GFM DI Implementation Plan Mar 2007 and the Capability Development Document (CDD) for GFM DI Increment 1 was signed in Jan 2008.

Objectives: The GFM DI provides a common format for representing force structure authorizations and manning across Department of Defense (DoD) personnel, readiness, planning and finance systems. It also uniquely identifies authorized billets/positions, crews, equipment authorization, and chain of command links which enable integration of data from disparate sources. The Government’s objective of this PWS is to set expectations required of the Contractor, to operate, sustain, and enhance a GFM DIOS by accomplishing the tasks of this PWS, which will serve as the Defense Intelligence component of GFM DI. The DIOS is one of seven GFM DI Organizational Servers that will provide an Authoritative Data Source (ADS) for force structure authorization data to authorized users across the DoD Enterprise. It will enable force structure and personnel data across domains and systems to be accessible, understandable, and usable by all systems and users with appropriate permissions.

The GFM DI OFSC is essential to support DoD force management requirements as they pertain to supporting the NMS and the NSS. This support is guided by the National Defense Strategy, which translates the National Security Strategy into broad guidance for military activities and force structure. OFSC is also essential to support Adaptive Planning and the Global Force Laydown, both of which are predicated on having visibility of the entire DoD force and continually assessing the ability of the force to meet specific plan requirements specified in the Unified Command Plan (UCP). Continuation of GFM DIOS efforts will support intake of recurring data feeds for civilians, service civilians, and military billets at the Combat Support Agencies (CSAs); compliance with additional requirements recently established by the GFM DI Configuration Control Board (CCB).

Scope: The scope of this PWS is to provide systems installation, operations and sustainment, enhancements, systems engineering and integration, system testing, life cycle maintenance, help desk services, and management support for the GFM DIOS, to include Faces to Space (F2S) functionality. The DIOS server is part of the Joint Staff/J8 sponsored GFM DI. The DIOS captures and displays Defense Intelligence Agency (DIA), National Security Agency (NSA), National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO) and linked Service OFSC data, enabling the capability to provide authoritative Intelligence Community (IC) force structure and personnel data to support warfighting and business processes across the DoD Enterprise on the classified network.

The Government anticipates awarding a firm-fixed-price contract for this requirement, with one 2-Week Phase-in, (1) Base Period of 8-months and four (4) 12-month option periods.   The anticipated period of performance start date is September 17, 2024.
