Corrective Action to be taken on US Army EXPRESS Small Business On-Ramp
The lone GAO protest has been dismissed (see details below) AND both known active Court of Federal Claims protests, one by Navigator Development Group and the other by AM Pierce, challenging US Army Expedited Professional and Engineering Support Services (“EXPRESS”) Program’s Small Business On-Ramp Blanket Purchase Agreements and awarded by the Agency under the RFQ following the completion of Phase 2, have now been voluntarily dismissed.
At least one of the known protests was voluntarily dismissed in light of the government’s Notice of Corrective Action. More will be shared as it is made available.

A formal protest has been filed with the Court of Federal Claims related to the US Army Expedited Professional and Engineering Support Services (“EXPRESS”) Program’s Small Business On-Ramp for the Technical Non-Research & Development Domain.
The protest put forth by AM Pierce challenges Blanket Purchase Agreements awarded by the Agency under the RFQ following the completion of Phase 2.
Details related to the grounds for the protest are limited as this case has been sealed by the Courts. More will be shared as it is made available.
EXPRESS W31P4Q-23-Q-0005 ( is a Blanket Purchase Agreement (BPA) program for acquiring advisory and assistance services. These services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support. The EXPRESS program consists of five (5) domains in which services may be ordered: Technical, Programmatic, Logistics, and Business and Analytical (B&A). Competitively awarded BPAs have been established in each of the domains as follows: Business & Analytical – 5 BPAs, Logistics 10 BPAs, Programmatic – 14 BPAs, Technical (Research & Design) 11 BPAs and Technical (Non-Research & Design) – 18 BPAs.
