DHS USCG to award Credentialing Opportunities On-Line (CG COOL) Support Services Follow On

The Formal Contracts Division (CG-9121) of the U.S. Coast Guard (USCG) Office of Contract Operations intends to solicit for procurement of services to support the USCG Force Readiness Command Career Investment (FC-CI) division.  The purpose of the resulting task order will be to support an existing self-assessment application called “Coast Guard Credentialing Opportunities On-Line (CG COOL)” as detailed in the draft Performance Work Statement (PWS) – provided with this announcement.

Incumbent: Solutions for Information Design (SOLID), LLC of Fairfax Station, VA (http://www.solidinfodesign.com/) developed COOL for the Department of Defense (DoD).  Subject to the results of its market research, USCG intends to solicit SOLID for services to maintain and upgrade CG COOL on a sole source basis.

SCOPE

This Performance Work Statement (PWS) supports the ongoing credentialing, occupational analysis, and maintenance of the CG COOL website and application. The Contractor shall review research and analysis on military qualifications and training, linking them to equivalent civilian jobs, apprenticeships, licenses, and credentialing requirements for all USCG enlisted ratings, chief warrant officer and officer specialties, collateral duties, and federal job series. This analysis will include resources that are available to service members to obtain these jobs, apprenticeships, licenses, and credentials. The gap analysis in this PWS will support the CG COOL tool that provides an awareness of skill conversion opportunities, identifies new career paths and training, and introduces USCG members to a broad array of career options.  Analysis results will be accessible to military members and civilian employees via a public website and a mobile application.

The Contractor shall make detailed comparisons of USCG qualifications and training, collateral duties, civil service series jobs and occupations with associated Department of Labor (DOL) occupations and recognized civilian credentials.  The Contractor will provide the sustainment, maintenance, and enhancements that will keep CG COOL a valuable tool to support the USCG workforce, while complying with all USCG, DHS, DOD, and Department of Navy Information Technology policies.  The Contractor will continue on-going CG COOL maintenance and modifications to account for changes in workforce development initiatives within the USCG and their impact on the credentialing program. Each military service’s COOL websites share the same underlying database.  It is beneficial for the look and feel of the COOL websites to be consistent among the military services.  Therefore, collaboration with other services’ COOL program offices will be required.  Since MilGears is supported by the COOL database, data sharing across the COOL programs and MilGears is also required. 1.3 1.4 1.5 2.0

OBJECTIVE

To better serve USCG members and employees, support the VCP, and facilitate recruiting and retention goals, the USCG has identified opportunities to enhance the information displayed within CG COOL  The expansion of MilGears will enable users to review common tasks, applicable skills, competencies, training courses, professional military education, qualifications, certifications, licenses, and apprenticeships for which USCG members are eligible.

The period of performance for this task order is one (1) year from the date of award with four (4) consecutive option periods of 12-months each.
