The principal purpose of this requirement is to provide support to NASA Ames Research Center (ARC) in the performance of Safety, Health, Occupational Safety, Systems Safety, and Mission Assurance cervices at ARC. Additionally, Armstrong Flight Research Center (AFRC) may, on occasion, utilize the contract via task order for supplemental Systems Safety and Mission Assurance (SS&MA) support.
The Contractor shall provide overall management and administrative functions to ensure that: the proper resources are available and allocated to assigned tasks; appropriate work is being performed to accomplish those functions and tasks on agreed schedules; contractor staff meets the education, training and/or certifications appropriate for their tasks; required data is generated; required reports and documentation are prepared; and Contractor employee performance supports the Government’s requirements. The Contractor shall:
- Provide on-site management of the staff and meet regularly with the COR, as requested, to keep the Government informed of ongoing operations and any problems or issues associated with meeting the requirements. Provide a Monthly Contract Summary Report in accordance with DRD 001. Meet with CO and COR monthly to discuss the schedule and monthly report.
- Provide a well-defined, organization chart with clear lines of responsibility and authority and clearly identified interfaces to the Government. An organization chart as well as contact information for all staff on the contract and all staff involved in management of the contract at the corporate level shall be provided to the Government in accordance with DRD 002.
- Designate on-site occupational safety and health staff to serve as customer service representatives for each directorate and provide an ARC customer service matrix submitted through the Code QH Data Management System (QHDMS) per DRD 003.
- Provide qualified staff to perform the work described in this PWS and have appropriate training and/or certifications. Positions vacant longer than three months may result in adverse mission impacts and be reportable deficiencies on Contract Performance Assessment Reports (CPAR). Contractor staff shall not require additional training in order to meet the required capabilities and certifications for the position. A list of employees, including name and duties, shall be updated, and provided to the government whenever staff and/or duties change.
- Provide contract management, including the development of task plans and cost estimates. All contract management costs shall be accounted for in accordance with approved accounting policies. When requested by the Government, provide detailed task proposals for task orders, including labor categories necessary to perform the requested work, number of hours necessary for completion by labor category and by task element, technical approach, basis of estimate, and milestone schedule. Ensure compliance with NFS 1852.216-80 for all task orders.
- Provide financial reports, including an Initial Financial Management Report (NF 533I) as specified in DRD 004, Monthly Financial Management Reports (NF 533M) as specified in DRD 005, and Quarterly Financial Management Reports (NF 533Q) as specified in DRD 006.
- Provide proposed restrictions on the Government’s use, release, or disclosure of technical data or computer software as specified in DRD 007. When required, provide Subcontract Consent Package as specified in DRD 008.
- Provide quality control of all Contractor processes to ensure compliance to contract requirements as detailed in this PWS. The Government will conduct oversight and assessment as described in the Quality Assurance Surveillance Plan (QASP).

The contract will have an effective ordering period of 5 years from the contract effective date, and a contract core with a potential period of performance of 12-month Base Period, and four one-year Options.
