On the heels of an RFI and Industry day in early FY 2024, the latest word out of DHS is that the RFP for this 5-year contract to provide a range of Technology Evaluation and Integration; Enterprise Technology Architecture, Strategy, and Solutions Services, Engineering and Technical Implementation Solutions, and Program / Project Management services to the Cybersecurity & Infrastructure Security Agency (CISA)/ the Office of the Chief Information Officer (OCIO) will be released in August.

The Incumbent contract, held by Sev1Tech (70RCSJ23FR0000001) was last competed on GSA MAS as unrestricted. Several companies are known to be actively working to influence the contract vehicle selection, NAICS, and set-aside status of this requirement. Known subcontractors include Stage 2 Security, Implicit Solutions, Graviosity Tech, and ECS Federal.

The U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Chief of Contracting Office (COCO) will host an Industry Day virtually via Microsoft Teams on Friday, January 12, 2024, from 10:00AM to 11:00AM EST.

The purpose of the event is to provide Industry an overview of the CISA Enterprise Engineering and Operations Support Services (CEEOSS) requirement.  We will provide a description of the draft Statement of Work (SOW) and will request Industry feedback and recommendations.

There will also be an opportunity for a question-and-answer period at the end of the presentation.

BACKGROUND:

This is a recompete to the current Task Order 70RCSJ23FR0000001, Sev1Tech LLC is the incumbent. The recompete includes an increase in scope of the current CISA environment above the original anticipated requirements identified due to congressional acts, such as Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA), CISA Office of the Chief Information Officer (OCIO) mission adjustment, and other DHS & CISA strategic and mission priorities.

Note:  A Sources Sought Notice is also attached.  We are requesting Industry to provide capability responses and any recommendations after the event and no later than COB January 22, 2024.  CISA’s objective is to obtain expertise to support the:

Engineering subdivision in architecting, designing, and engineering CISA enterprise IT capabilities and services to include but not limited to network, identity and access management, mobility, asset management, imaging, application and systems development, collaboration capabilities, cloud hosting, and communication services.

Management of system operations, configurations, and support; overseeing infrastructure asset management; advanced network/infrastructure/application support.  The Engineering Subdivision partners work closely with the IT Operations and Service Management subdivision on enhancements and the transition of those enhancements into the production environments for operations and support.
