The PIV portal contract will provide a full lifecycle range of internal business application support. This support shall include developing, configuring, testing, migrating, operating/maintaining, and securing order entry capabilities. Requirements will include implementing upgrades with Government provided hardware and software. This also includes support for changes to the hosting environments such as moving applications and databases to different cloud providers; provide technical support for application development, migration, integration, and sustainment and provide Risk Management Framework (RMF) support. Additionally, the scope of this effort shall include providing IT Internal Application II/III Service Desk Support, Task Order Administration, Developing Updating Documentation, Standard Operating Procedure (SOP) development / enhancement, System Administration, Internal Architecture, Configuration Management, Database Administration, Security Engineering and System Integration with the DISA Service Platform (DSP) and other key DISA Business Systems as needed.

REQUIRED CAPABILITIES: To support DISA PIV User Portal, the Government requires support in the following five (5) capability areas: Ability to sustain COTS and GOTS order entry capabilities; Technical Competencies with implementing and sustaining the Kinetic Data software product; User Interface/User Experience (UI/UX) design and best practices; Business Process Reengineering with focus on modernization of enterprise processes; and Migration of Applications to the Cloud.

Capability Area 1: Ability to sustain COTS and GOTS Internal Business Systems:

  • Provide an overview of your capabilities to support requirements analysis, user stories, technical specifications, software architecture and systems design, coding and development, testing, deployment and implementation, integration, and documentation support.
  • Describe your company’s experience sustaining and enhancing COTS and GOTS software, to include troubleshooting existing code, and creating new modules / code.
  • Describe your company’s experience with developing and maintaining SQL and non-SQL databases.
  • Describe your company’s experience providing software support services as a prime contractor.
  • Demonstrate your company’s experience and capability in using agile/scrum product development strategies throughout entire SDLC.

Capability Area 2: Technical competencies with implementing and sustaining the Kinetic Data software product:

  • Describe your technical competencies to assist with the implementation, delivery, operation, and maintenance of the Kinetic Data platform. The technical work under this requirement will utilize Kinetic Data, Datastax version of Apache Cassandra database, PostgreSQL Database, Apache Tomcat, login.gov, Web Services, Red Hat Enterprise Linux (RHEL), Kubernetes, React JavaScript libraries and technologies.
