Upon the basis of the following justification, I, as Head of the Contracting Agency, hereby approve this limited source justification
Requiring Agency: Defense Information Systems Agency (DISA)/J6
The follow-on award has been delayed and is now estimated for award in February 2026. In total, the J&A modification provides up to a 12-month extension to the order (inclusive of an initial seven-month extension and options for up to five additional months) should further extension be needed to transition to the follow-on and/or other unforeseen delays are encountered. The Bridge was approved by the Senior Procurement Executive on 16 June 2025.
This action is to provide Service Delivery support services until a competitive follow-on acquisition can be awarded. This contract is anticipated to be a firm-fixed-price action consisting of a nine-month PoP.
The J6 requires contractor support to provide information technology (IT) services and support for DISA end users. The J6 Service Delivery offerings are intended to meet both mission requirements and provide the most effective and efficient Information Technology (IT) services available to its user base of government personnel throughout the Pentagon and National Capital Region.
To fulfill the stated requirement, the contractor shall provide the following types of support to the J6 to meet mission and business needs:
(1) Very Important Person Services
(2) Tier II Deskside and Remote
(3) End User Training
(4) Strategic Messaging to the JSP Supported Users
(5) Boards, Commissions, and Task Force/Operations Service Request
(6) Wireless Services
(7) Customer Relations Management
(8) Macintosh Computing Devices

Description of the Justification. Washington Headquarters Service competitively awarded the incumbent contract, HQ003419F0136, to NCI Information Systems, doing business as (“EMPOWER AI”), that provided J6 and its end users with secure, robust, reliable, and state-of-the-art enterprise IT services. The Service Delivery requirement provides contractor support to the J6 organization to include the Business Resource Center, Cyber Security Center, and the Customer Service Center. Contractor services required include service desk support, video teleconference support, customer engagement, and very important person support. This support enables the J6 to meet its mission of satisfying user needs for secure, accessible, and stable IT support while continuously improving end-to-end service levels and capitalizing on IT management best practices. In awarding this contract to Empower AI, the J6 can continue servicing customers seamlessly until a competitive award follow-on effort is competitively awarded.

Proposed sole source contractor. EMPOWER AI is the incumbent on the existing task order (HQ003419F0136), which was competitively awarded on September 30, 2019, with a period of performance ending on March 29, 2024. EMPOWER AI is uniquely qualified and positioned to meet Government’s requirements in that they are the only contractor able to perform secure, robust, reliable, and state-of-the-art enterprise IT services within the necessary timeframe and without risk of substantial break in support to J6 and its mission partners.
The cause of this sole source action is due to the competitive follow-on action taking longer than anticipated to award. Requirement development of the follow-on acquisition package by J6, including determination of contract type and vehicle, plus a revised Independent Government Cost Estimate and Performance Work Statement, took longer than expected. The follow-on effort is being solicited competitively.
