The scope of Professional Services covered under the MDoDS Pool includes professional service support for personnel and readiness employing significant and complex military or defense-related systems that are developed, managed, and/or utilized by the United States Department of Defense (DoD). These systems may be large-scale projects involving advanced technologies and substantial investments. They can include various components such as national security systems, communication systems, surveillance systems, or other capabilities aimed at enhancing national security and military readiness and effectiveness.
OBJECTIVES: Pursuant to 10 USC §136, subject to the authority, direction, and control of the Secretary of Defense, the OUSD P&R shall perform such duties and exercise such powers as the Secretary of Defense may prescribe in the areas of military readiness, total force management, military and civilian personnel requirements, military and civilian personnel training, military and civilian family matters, exchange, commissary, and nonappropriated fund activities, personnel requirements for weapons support, National Guard and reserve components, and health affairs. Moreover, the OUSD P&R is responsible, subject to the authority, direction, and control of the Secretary of Defense, for the monitoring of the operations tempo and personnel tempo of the armed forces. The Under Secretary shall establish, to the extent practicable, uniform standards within the Department of Defense for terminology and policies relating to deployment of units and personnel away from their assigned duty stations (including the length of time units or personnel may be away for such a deployment) and shall establish uniform reporting systems for tracking deployments.
This Multiple Award Task Order Contract (MATOC) was designed to assist the OUSD P&R in accomplishing the above objectives. It will supply enterprise solutions to enhance P&R capabilities that will enable soldiers and strategic partners to increase readiness and meet mission requirements through more efficient collaboration and integration. The MATOC will have two (2) separate pools, the Personnel and Readiness (P&R) Pool, and the Major Department of Defense Systems (MDoDS) Pool to house the OUSD P&R, its Directorates and Strategic Partners. Strategic Partners may leverage this MATOC in order to support shared mission requirements. Due to the broad nature of the OUSD P&R’s responsibilities under 10 USC §136, it is not feasible to list all agencies that may partner with the OUSD P&R to meet mission requirements. Therefore, including, but not limited to the lists below, Strategic Partners consist of “Sister” DoD and Civilian agencies which operate in a similar capacity, or work jointly with the DoD in this space, for the purpose of meeting shared mission requirements. Contract Type: Hybrid; Non-Commercial Severable and Non-Severable Professional Services The period of performance for this contract is a 12-month base period followed by four, 12-month option periods.
