DHA RFI: Biomedical Research Application Evaluation and Support Services (BRAES)

Objective.  To support biomedical research application evaluation for the Congressionally Directed Medical Research Programs (CDMRP) and U.S. Army Medical Research and Development Command (USAMRDC). In addition, other federal organizations may be approved through the CDMRP COR and the USAMRAA Contracting Officer of the base-level IDIQ to use this mechanism on a case-by-case basis.

The CDMRP requests the Contractor to provide biomedical research application evaluation and support by performing the following tasks. In addition, the Contractor shall provide a secure contractor- owned, contractor-operated web-based electronic system which includes hosting of such system. The system shall support activities and capabilities specific to peer review, including but not limited to: document viewing, facilitation of various meeting formats including virtual meetings, individual reviewer and panel scoring and written evaluations, and conducting concurrent review in multiple meetings and/or panels.

General Program Support.  General support for science administration and management includes support and tasks that are applicable to all CDMRP programs. Conduct Compliance Review.  To ensure pre- and full applications submitted to a PA and pre- and full applications/proposals submitted to a program-specific BAA are in compliance with FOA requirements, the offeror shall conduct a compliance review. Reporting Requirements.

  • Provide ad hoc reports on peer review data, processes, procedures, and outcomes as requested.

Technical Requirements.
