NAVSUP Fleet Logistics Center San Diego is in need of a Subject Matter Expert (SME) in the area of Human Systems Integration. (HSI) is a robust process by which to design and develop systems that effectively and affordably integrate human capabilities and limitations. It includes humans, in their different roles in the system (as operator, maintainer, trainer, designer, etc.). Systems including hardware, software, and processes (including the acquisition process and the design process), and the integration of all of these elements to optimize the performance and safety of the whole. Domains of HSI include human factors engineering, manpower, personnel, training, safety & occupational health, habitability, and force protection and survivability.

The Contractor shall conduct analysis through the perspective of human systems integration (HSI) on the various hardware and software systems used by personnel assigned to Commander, Naval Surface Force (CNSF) vessels.  This analysis shall identify and provide programmatic enhancement and support recommendations for CNSF host application software and hardware systems during operational tasking (peacetime and elevated conflict) to also include the training environments used by CNSF assigned personnel. Efforts will also assess the impact of HSI issues on human performance in a team environment during daily operations.

  • The Contractor shall provide input and Human Factors Oversight Counsel (HFOC) regarding the establishment and implementation human factors measures, analysis, and team/individual performance improvement, with an emphasis on training.
  • The Contractor shall participate in a collaborative environment with the Human Factors Engineer (HFE) to present best practices, accept, and adopt best practices from other warfighting, industry and academic communities.
  • The Contractor shall identify and mitigate potential mishap precursors before the mishap event, and simultaneously develop measures, methods, and analysis that mitigate the severity of the mishap event, if it occurs. This includes in situ observations, policy recommendations, programmatic adjustments, tactical and strategic risk planning inputs based in analysis, as well as full integration into fleet operations. The anticipated award date is 21 February 2025. It is anticipated that the Request for Quote (RFQ) will be posted on 5 February 2025. The resulting contract is anticipated to be a Firm Fixed Price contract type.
