Background

NCI’s Federally Funded Research and Development Center (FFRDC)/Frederick National Laboratory for Cancer Research (FNLCR) Requirement

The National Cancer Institute (NCI) expects to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with the following terms:

Base Ordering Period: 10 years
Options to Extend: Three options to extend the ordering period, each for an additional 5 years.
Total Potential Ordering Period: 25 years.
The parent contract will accommodate Cost, Cost-Plus-Fixed-Fee, Cost-Plus-Award-Fee, and/or Firm-Fixed-Price task orders. All task orders will be individually negotiated, and funding will be made through the issuance of task orders, subject to programmatic needs and funding availability.

Maximum Value: $89,000,000,000 for the entire ordering period, inclusive of all options.

Scope:
The planned contract will cover the management and operation of the National Cancer Institute’s Federally Funded Research and Development Center (FFRDC), which operates the Frederick National Laboratory for Cancer Research (FNLCR).

The purpose of the FFRDC is to provide unique biomedical research and development resources to support the following objectives:

Development of new technologies.
Translation of basic science discoveries into novel agents for the prevention, diagnosis, and treatment of cancer, HIV/AIDS, and other diseases.
This support extends to the NCI, the National Institute of Allergy and Infectious Diseases (NIAID), other NIH Institutes and Centers, and other government agencies. The FFRDC serves as a flexible, quick-response mechanism to address urgent national and global health initiatives for the NCI, NIH, and other government organizations.
