Purpose. To fulfill this mission, the CADR office is seeking to procure the services of high-quality third party neutral mediators and facilitators, executive and leadership coaches, trainers, curriculum designers, and other individuals involved in the field of conflict management.
The Contractor shall have the resources to provide Conflict Management Professionals (CMPs) available to work throughout the geographic areas in which Interior operates; oversee their performance; manage and administer Task Orders and deliverables; and provide technical direction. The Contractor shall manage a roster of experienced professional service providers in all the below disciplines.
The Contractor shall provide CMP services in the following areas.
- Facilitation – Facilitate conversations between two or more Interior employees.
- Mediation – Help two parties in conflict to reach agreement or settlement, can also include neutral conflict coaching.
- Coaching – Work one-on-one with Interior employees for executive or leadership coaching.
- Process Design – Assess issues, relationships, and conflicts impartially to design a process for addressing the conflict, to also include neutral conflict coaching.
- Training – Train Interior employees in the skills and methods of conflict management including, for example, conflict management skills, negotiation skills, and effective communication skills. Also, design curricula for training.
- Direct Support and Technical Support – Provide administrative assistance, expert technical advice, systems design, communications assistance, and evaluation services
This is a recompete of the current five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract 140D0421D0002 that was awarded to Collaborent, LLC, 1449 Aster Court, Superior, CO 80027-6018. It is anticipated that the Request for Proposal (RFP) will be posted during the second quarter of Fiscal Year 2025 (FY25); and the award will be issued no later than January 2026. It is anticipated that the new award will be issued as a single award IDIQ with a five-year period of performance and include a possible six-month option, and a $15 million total maximum ordering threshold.
