The United States Department of State’s (DOS’) Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) and Office of Security Assistance (PM/SA) supports U.S. foreign policy goals throughout the world through a variety of programs and policies designed to bolster peace, security and regional stability. Global Advisory is the given name of this new multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Global Advisory succeeds the Global Advisory and Support Services (GASS) and AF Advisory IDIQ contracts.

As described in Section C, Global Advisory will capture future work across DOS with the goal of reducing duplication and increasing administrative efficiencies. In general, the Contractor shall provide professional services (e.g., advisory and technical support, training, mentoring, and monitoring services), logistics support services globally to organizations and countries outside the continental United States (OCONUS).

This multiple-award IDIQ contract contains two competition pools:

  • Full and Open (F&O) Competition Pool and
  • Service-Disabled Veteran-Owned Small Business (SDVOSB) / Women-Owned Small Business (WOSB) Competition Pool.

The Contractor shall provide advisory services through qualified personnel that provide guidance and support for the U.S. government’s assistance to international partners around the world. A substantial number of task orders will be focused in sub-Saharan Africa.

Core Areas for Advisory Services

  • The Contractor shall provide qualified Subject-Matter Experts (SMEs) under this IDIQ, able to advise and mentor Host Nation officials and personnel on one or more of the core areas listed in table C.1. Core Areas for Advisory Services, as dictated by the unique requirements under each TO.
  • The Contractor shall provide all related supplies and services needed to support the SME efforts under this IDIQ.
  • The core areas in table C.1. are not an exhaustive list. Additional advisory, training and/or facilitation services may be determined at the TO level.
