BACKGROUND
For over 70 years, other federal agencies have looked to NTIS—referenced throughout as either “the Government or Agency”—for expertise and innovation in collecting and disseminating vital scientific, technical, and engineering information. When NTIS was established in 1945 as the Publications Board, the American public and businesses did not have free access to government-owned scientific, technical, and engineering information. Much of the Government’s best research, studies, and reports were primarily stored in Government facilities or behind firewalls. Today, this world largely does not exist—with more than 7,000 government-controlled websites, much of the Government’s information is available to the American public and businesses. Yet, the American public continues to face challenges in accessing governmental information. In October 1988, recognizing that the public’s and businesses’ needs for government information would grow and the format of governmental information would change, Congress passed the National Technical Information Act of 1988, which expanded NTIS’s authority. The Secretary of Commerce, acting through the Director of NTIS, was authorized to enter joint ventures with the private sector. Today, NTIS has over 30 companies in its Joint Venture Partnership network who work alongside NTIS employees to provide products, services, and solutions to Federal agencies most vexing data and digital challenges…
