The Bureau of Reclamation intends to negotiate a sole source contract with Upstream Tech, 2401 Monarch St FL2, Alameda, CA 94501. Reclamation intends to award a one-time, sole-source, firm fixed price contract with Upstream Tech due to the fact that Upstream tech are the sole owners of the Hydroforecast technology that produced the performing streamflow forecasts in a Reclamation-sponsored prize competition. In addition, they are the sole owner of the information and data derived the work completed from the Streamflow Forecast Rodeo Prize Competition. This award will be made in accordance with FAR Part 13. It is not anticipated that any other vendors can provide this service under any socio-economic set-aside and therefore no set-aside is utilized. The period of performance for this action will be from February 10, 2025 – February 9, 2028.
