The NTD production process begins when individual transit agencies begin assembling internal records on their transit operations according to FTA’s uniform system of accounts and the NTD Policy Manual. NTD Program Support provides assistance and training to transit agency staff to support this process. Transit agency staff then input data into the NTD reporting tool. This website uses the Appian cloud computing enterprise software for the reporting interface. The website prompts a transit agency user to complete and submit NTD forms. FTA publishes a user guide that describes the physical mechanisms how users can enter their data. Once submitted, the data is validated before being published in different data products, otherwise referred to as publications, files, flat files, or data files.
The Contractor manages data submitted to the NTD through the Appian web interface and ‘report packages.’ Report packages contain all required data points and different forms for a given reporting module. NTD reporting requirements are organized by reporting module, and as such, the associated collection and validation work are organized by CLIN for each. These data move through stages of validation before being closed out. For instance, the earliest stage of review is the original submission, and the last stage is ‘closeout.’ If the data is high-quality, meets reporting requirements, and there are no validation issues, then the data proceed quickly from original submission to closeout …
NTD Program Support consists of three primary functions: Data Collection, Validation, and Data Products.
The anticipated period of performance will be one 12-month base period and two 12-month option periods.
