The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, under total small business set aside, Professional Services in support of the Department of the Navy (DoN) Office of Civilian Human Resources (OCHR).

A Cost-Plus Fixed Fee/ Firm Fixed Price, single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract anticipated. The work provided under this contract will be administrative, analytical, and technical support in areas of Organizational Improvement, Program Analysis and Assessment, Business Operations Support, Information Reporting and Tracking, and Human Resources (HR) Programs Support to support the Department of Navy (DoN) Office of Civilian Human Resources. It is a follow-on requirement to IDIQ contract N0018917DZ033 for the same type services.

Task A: Organizational Improvement.

A.1 Website and Private Portal:  The contractor shall provide SharePoint portal content management, maintenance, customer service, webpage presentation development, portal training, and portal registration procedures for authorized users. The contractor shall maintain the integrity of the private portal and public website to ensure content is accurate, appropriate and reflects the organization’s goals and mission. The contractor may be responsible for ensuring the portal in in compliance with NETWARCOM, SECNAV, DON CIO and DONAA policies and regulations for hosting content, securing PII information, and implementing new functionality.

A.2 Curriculum and Training: The contractor will provide support in the development and sustainment of training materials. The contractor shall develop, market, and field multi-media, web-based training and curriculum. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The RFP will be made available electronically upon its release at www.neco.navy.mil.

The Government will not pay for information received. It is anticipated that the solicitation will be released on or around December 22, 2024.
