Changeis Inc. Awarded $20M DHS CBP Human Capital Program Support (HCPS) Contract

Changeis, Inc., a leading management consulting and technology services firm, announced today that it has been awarded the Human Capital Program Support (HCPS) Contract by the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM). OFAM plays a crucial role in safeguarding America’s borders by providing essential asset and administrative management services to over 61,000 CBP employees and facilities nationwide.

Under this contract award, Changeis will support five key divisions within OFAM, each vital to delivering CBP’s mission:

  • Asset and Administrative Management (AAM) Division: Manages CBP assets and information services, including seized property, fleet services, uniforms, and records. Develops long-term plans for resource allocation and oversees financial planning for asset management.
  • Planning, Programming, and Requirements (PPR) Division: Conducts enterprise-level planning and requirements validation for OFAM. Integrates operational planning with programming efforts, translates CBP priorities into resource recommendations, and develops the five-year Future Years Homeland Security Program.
  • Mission Support Facilities (MSF) Division: Provides and manages facilities for CBP mission support and headquarters operations. Oversees design, construction, maintenance, and emergency management for these facilities, partnering with other government agencies as needed.
  • Operational Support Facilities (OSF) Division: Manages facilities for the Office of Air and Marine, U.S. Border Patrol, and Office of Field Operations. Serves as CBP’s program manager for its diverse facilities portfolio, aligning operational needs with overall CBP strategy.
  • Integrated Services (IS) Division: Combines diverse expertise in energy, environment, real property, technical services, and acquisitions. Provides professional services including program management, engineering, environmental compliance, real estate management, and procurement support.

Changeis’ support will span across a wide range of professional services crucial to OFAM’s operations:

  • Asset and Administrative Management Support: Provide executive assistance, communication, and program management services to improve deliverable quality and timeliness.
  • Planning, Programming, and Requirements Support: Assist with capital facility planning, data analytics reporting, real property planning and programming, and development of strategic communication products.
  • Mission Support and Operational Support Facilities Support: Deliver organizational and human capital services for the National Capital Field Support and Mobile Work Section, and facilities administrative support for the National Capital Region Project Management Office.
  • Integrated Services Program Development and Management Support: Support the development and management of an organizational level Facility Condition Assessment (FCA) Program for OFAM.
  • Optional Surge Support: Provide additional support for ad hoc and special projects as required.

This comprehensive support will contribute to critical DHS, Chief Readiness Support Officer (CRSO), and Office of Management and Budget (OMB) initiatives, including Future of Work, Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), Facilities Transformation Fund (FTF), and Nonrecurring Expenses Fund (NEF).
