Given the scope of work, it will come as no surprise that this IDIQ is not on the radar for many VA industry leaders and went over the heads for others (see what we did there), but it is worth noting that this multiple-award IDIQ recently got off the ground, with the first task order being awarded in support of the VA Office of Information & Technology (OIT), Connectivity & Collaboration Services (CCS), Core Provisioning, Mobility Services (CPMS) team.

Said HermTac as part of its win announcement earlier today: “Another win for HERMTAC! We are thrilled to formally announce a prime award on the Department of Veterans Affairs (VA)’s $40M Indefinite Delivery/Indefinite Quantity (IDIQ) providing Low Earth Orbit (LEO) Satellite Internet Services. HermTac, one of three awardees, and the only small business awardee, was also awarded the first task order, worth $1.75M. This comes just a few months after our Direct to Phase II SBIR award through AFWERX and Air Force Research Laboratory (AFRL) back in June. While the scope of this work is quite specific, the broad applicability of this type of a solution to address a range of communications issues at VA, DOD, DHS/FEMA, HHS/ASPR, etc is one reason to get to know HermTac (led by Kevin Patel) and the other two awardees on this IDIQ.

Background

The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Connectivity & Collaboration Services (CCS), Core Provisioning, Mobility Services (CPMS) team strives to provide high quality, effective, and efficient mobile device services to VA Medical Centers (VAMCs), Community Based Outpatient Clinics (CBOCs), field and program offices and other remote users that are geographically dispersed throughout the United States (US), Guam, Saipan, American Samoa, Philippines, and Puerto Rico. These services include continuous mobile Telecommunications services to VA facilities within the geographic areas identified herein. The services encompassed in this requirement include Low Earth Orbit (LEO) Satellite Internet Services for both mobile and fixed sites throughout the VA enterprise that includes equipment and services for 11 existing StarLink, six (6) Hermtac mobile cases and one (1) Compact Rapid Deployable (CRD) mobile case.
VA has a requirement to obtain additional commercially available fixed and mobile LEO Satellite Internet Services for the purpose of disaster recovery, emergency management, and rapid deployment as required.

SCOPE OF WORK
VA, OIT, CCS, CPMS requires contractor services to provide brand name or equal LEO satellite equipment, subscriptions, all transmission facilities, materials, travel, installation, and deinstallation/removal of hardware along with optional accessories, testing, maintenance, 24/7/365 monitoring and support for new mobile and fixed sites. The contractor shall also provide continued maintenance and support for existing VA equipment. VA also requires validation assessment of coverage and operability of LEO Satellite Internet Services. These services shall include any special items, equipment, wiring or infrastructure to ensure the contractor’s solution is compatible with the Government’s current telecommunications infrastructure at the VA facilities. The Contractor shall provide troubleshooting and sustainment of the LEO Satellite
Internet Services connectivity up to its termination point, emergency support during declared disasters, program management support, Phase-In and Phase-Out transitions, vulnerability remediation, remote training
