Navy to award Systems Engineering and Technical Support Services bridge

The Naval Air Systems Command Aircraft Division, Patuxent River (also referred to as the Naval Air Warfare Center Aircraft Division (NAWCAD)) intends to award a sole source bridge contract to the incumbent, Science Applications International Corporation (SAIC) for continued systems engineering and technical services to the NAWCAD Systems Engineering Department until the competitive follow-on contract is awarded. The period of performance is anticipated to be a three (3) month base period with one (1) 3-month option. The statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Specifically, award to any other source would result in “unacceptable delays in fulfilling the agency’s requirements.” See 10 U.S.C. § 3204(b)(B)(ii); FAR 6.302-1(a)(2)(iii)(B).
