The principal purpose of the Safety and Mission Assurance Services II (SMAS II) contract is to provide services and skills across a broad spectrum of safety and mission assurance (SMA) disciplines. These SMA disciplines include but are not limited to the following: System Safety, Reliability and Maintainability, Software Assurance, Quality Engineering, Quality Assurance, Independent Assessment, Industrial Discipline Support, Industrial Safety Program, and Pressure Systems. These services will support the Marshall Space Flight Center (MSFC), MSFC efforts at Kennedy Space Center (KSC), Michoud Assembly Facility (MAF) and Stennis Space Center (SSC) requirements and be open for use by other NASA Centers, per MSFC discretion.

This competitive acquisition will be a small business set aside and will result in a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract with cost-plus-award-fee (CPAF) task orders (TOs). The contract will have the option to transition from CPAF to cost-plus-fixed-fee (CPFF) TOs and the option to transition back to CPAF TOs if appropriate. The draft solicitation specifies a eight-year period of performance. The North American Industry Classification System (NAICS) code for this acquisition is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), (Exception 3) – Guided Missiles and Space Vehicles, their Propulsion Units and Propulsion Parts, and the small business size standard is 1,300 Employees.

This contract will augment the NASA workforce through indefinite-delivery, indefinite-quantity (IDIQ) Task Orders (TOs), and provide services associated with the planning, implementation, and assessment of Program, Project, and Activities (henceforth denoted as Projects), discipline support, for the Government, as described in this Performance Work Statement (PWS) and subsequent TOs developed in accordance with Attachment J-7, Contract Administration System (CAS).
