The U.S. Department of the Air Force, 911th Airlift Wing has a need to acquire a Cost Analyst Consultant to assist in the audit cost analysis of the Base Operation Support Services (BOSS) IDIQ contract that is a hybrid of Firm Fixed Price, Cost Reimbursable Line Items, and materials handling fee. The analysis will require determining administrative costs, subcontract and other pass-through fees; return on investment; in-sourcing; repurpose cost benefit analysis; DBA labor rates; SCA labor rates. The BOSS contract consists of the following functional areas: Supply, Vehicle Operations Maintenance, Traffic Management, Fuels and Real Property Maintenance.
Cost Analyst Services
The Contractor shall provide an audit and cost analysis of the BOSS contract along with development of a realistic five-year Independent Government Estimate. An audit report will be generated at the end of the analysis with recommendations for streamlining, unbundling, insourcing, return on investment, reduction of pass-through fees, and acquiring a higher return on investment. The contractor will be working closely with the Contracting Officer, the Wing Program Manager and functional areas covered within the contract. The position may be remote. Government employees will be accessible during the core hours of 0900 hours to 1500 hours Eastern Standard Time.
