An active RFI that is on the street to provide the Office of Personnel Management (OPM) Office of the Chief Information Officer (OCIO) Enterprise Infrastructure Solutions (EIS) Data Center (DC) with Enterprise Mainframe Systems Support services, to include Systems Software Support, Systems and Networks support and Disaster Recovery and Continuity of Operations, has potential bidders, to include a pair of VETS 2 Primes hunting for partners. 

This new 5-year contract appears to be a recompete of a contract which was last awarded to Digital Management (DMI) in 2019. Details on that contract, to include spend to date, can be found here. (24361819F0081). That RFP, which was competed on GSA MAS, only drew one bid.

Background Synopsis (as provided to us by a partner) 

The Office of Personnel Management (OPM) requires specialized technical support in several key areas to ensure efficient operation and high availability of its enterprise systems. This support encompasses: 

Enterprise Systems and Data Center Support: This includes maintaining the stability of enterprise mainframe systems and ensuring the efficiency of both hardware and software components. The goal is to achieve a 99.999% availability of all production information and systems. Support also involves providing mainframe systems support during core hours and on-call support during off hours, including maintenance activities in scheduled windows. Additionally, there is an emphasis on disaster recovery and continuity operations, with a comprehensive Disaster Recovery Plan involving a geographically remote recovery site equipped with duplicate hardware. 

Software and Hardware Management: The contractor is tasked with managing, troubleshooting, and maintaining a range of software and hardware used by OPM. This includes systems operating in a Parallel Sysplex environment, which enhances performance and availability. The support extends to a variety of software and hardware platforms, including z/OS and z/VM operating systems and virtual Linux servers. The contractor is also responsible for distributed services and ensuring continuous availability of production workloads across multiple LPARs (Logical Partitions). 

Additional Support Functions and System Management: The contractor is required to perform a variety of tasks including system maintenance, enterprise storage management, enterprise data management, and software lifecycle management. This encompasses everything from problem resolution to performance management, capacity planning, and system tuning. The contractor must also manage hardware/software changes, ensure system security, and assist in disaster recovery processes. Basic operational support like workload management, system performance optimization, and I/O device management are also key responsibilities. Lastly, the contractor should be well-versed in a range of technology areas including data management, security services, network communication, and e-business services. 

This comprehensive support is crucial for OPM to maintain its enterprise systems’ efficiency, reliability, and security, ensuring uninterrupted services and operations.
