VA RFQ: Staffing Models

The VHA is seeking a Contractor who is an expert in the areas of functional assessments, staffing models, and workload analysis. In support of this contract the contractor will provide a cadre of highly knowledgeable and experienced personnel to develop these efforts within the VHA Central Office (VHACO) and Veteran Integrated Service Network (VISN) Office. The functional assessments will include identification of overall missions, functions, and tasks. Expert knowledge in staffing models and workload analysis will be critical to assist the Office of Workforce Management and Consulting (WMC). Implementation of the functional assessments, staffing models and workload analysis will be managed by the VA employees and documented changes will occur within HR Smart. As demand for VA healthcare increases, it is critical for VHA to validate existing supply and adjust supply where needed to ensure care is delivered in the right place at the right time. The Contractor shall have extensive functional assessment and staffing model experience within a large and decentralized federal agencies’ manpower to provide credible advice and recommendations necessary to achieve success. The VHA also has an urgent need for validating and forecast staffing levels to ensure best care to Veterans. The objective of this effort is to assist and improve VA’s Department-wide manpower requirements through functional assessments and staffing models.

  • Functional Assessments
  • Functional Assessment Reports
  • Functional Organizational Charts (Current & Future State)
  • VA Functional Organization Manual Updates (FOM)
  • Workload Analysis
  • Supply and Demand Staffing Models
  • Linear/Multilinear Regression Staffing Models
  • Reporting
  • Staffing Plan
  • Transition Plan
