VA RFP: Enterprise Learning Management Solution (ELMS) to include Commercial off the Shelf (COTS) Solution as Software as a Service (SaaS) and a Cloud Hosting Environment

Scope.  The Contractor shall deliver only a Commercial off the Shelf (COTS) solution as Software as a Service (SaaS) and a cloud hosting environment in which the SaaS is hosted. The entire environment and entire solution (including any modules) shall be Federal Risk and Authorization Management Program (FedRAMP) authorized at a moderate FISMA impact level. As part of the environment and the solution the Contractor shall provide the software, hardware, database, hosting, licensing, and services necessary to support the Enterprise-Wide VA talent development and learning management activities.

The Contractor shall provide project management, project management planning, enterprise architecture support, system design and implementation, solution configuration and customizations, operation and maintenance support, section 508 accessibility compliance, documentation and activities to support achieving a VA Authority to Operate (ATO), system cloud hosting, system licensing, software maintenance, production support, system integration, application monitoring/program evaluation, transition planning, and data governance support.

The Contractor shall perform each of the Government’s requirements established in Section 5.0 and each of its sub-sections and ensure that all deliverables are submitted in accordance with the Performance Work Statement (PWS).

For purposes of the requirements established herein, please refer to the definitions below:

  • Subject Matter Expert: High-level VA ELMS Administrative user who has accumulated great knowledge in a particular field or topic and this level of knowledge is demonstrated by the person’s degree, licensure and/or through years of professional experience with the subject.
  • Pilot Site(s): Local VA Facility/Site that will be selected to pilot (test) ELMS functions. This includes ELMS administrative, learner, and general user functions.
  • Full Deployment: Deployment of the ELMS to all VA sites. This includes ELMS administrative, learner, general user, and VA affiliate user functions.
  • System Sustainment: Maintenance and operations of full ELMS functions at all VA sites once full deployment has been successful.
  • Configuration Workbooks: Implementation guide.
  • Configuration Review Documentation: used to document customer configuration requirements.
  • Use Case Documentation: A business document which provides a story of how a system, and its actors, will be utilized to achieve a specific goal.
  • Configuration Decision Documentation: Used to make informed decisions during the setup and configuration of a system.
  • Error Troubleshooting Guide: Technical Documentation to help SMEs troubleshoot.
  • For the purposes of the requirement established herein, the term “days” shall mean calendar days unless otherwise identified.
  • System Capacity Strategy: High level strategy for expanding system capacity.
  • Commercial Off-The-Shelf Solution – A software and/or hardware product that is commercially ready-made and available for sale, lease, or license to the general public.
  • Cloud Hosting Environment – the hardware, hosting support software, facility, network of connected virtual and physical cloud servers used by a vendor to support the solution’s environment.
  • Accreditation Manager – will include all the accreditation staff in VA who are directly working in all phases of the accreditation review, approval, and data reporting process. That will include quality check of all accredited activities to ensure they meet the requirements and criteria of our accreditation bodies; applying approved accreditations to all accredited courses, accreditation data collection and reporting; record maintenance of all documents required by our accreditation bodies. Period of performance is anticipated to be a base year plus four option periods and five optional tasks.
