This is a services contract to provide consultation for “Warehouse Modernization Services for Veterans Affairs (VA) Denver Logistics Services (DLS).”
The purpose of this SOO is to assess developing requirements for a warehouse modernization effort to employ systems and products that will meet the growing needs of our customers and the integrity of our operations. With a modernized program in place, the DLS will be able to expand and provide more efficient redundancies for our VA and VHA partners.
The Performance Objectives and Performance Elements. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required service.
The contractor shall conduct on-site evaluations, engineering studies, and operation improvement analysis of all DLS/SDC processes in Golden and Lakewood, CO and Hines, IL. The processes shall include receiving, fulfillment, inventory, disposition. The contractor shall consider operational capabilities beyond the receipt, storage, and shipment of approximately 23% growth over 5 years when considering a plan of action and report of analysis.
Developing strategies to improve Return on Investment (ROI).Define strategies that consider an appropriate combination of automation technologies and lean, minimal contact process that will result in quick and sustainable ROI.
Provide information and implementation management of warehouse automation with real-time distribution and inventory management software. Software shall be customizable, scalable, integrate with existing systems, and operate at a high-performance with large quantities of inventory information. Ability to demonstrate, manage, and perform system acceptance testing, operator training, and provide support documentation.
Quality Control. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
