The Contractor shall provide maintenance of the CATS application and underlying database including the repair of “bugs,” resolution of other unexpected behavior, and software updates. The Contractor shall support migration to any new system that hosts or integrates to the CATS (such as Server).
The Contractor shall provide resolution of any technical issues or errors resulting in unexpected or unwanted behavior of the CATS application as per the response and resolution time listed in the table below. If the technical issue causes the CATS to be inoperable, the Contractor shall provide resolution within one business day to place CATS into operable status. The Contractor shall troubleshoot the application and communicate to the ORO whether the issues appears to be with the application or VA (e.g. VA server issue, Single Sign On Initiative (SSOi) issue). If the issue is with the application the Contractor shall communicate that to the ORO and jointly discuss resolution if an immediate resolution is not available (e.g. restarting the application).
The Contractor shall initiate all VA helpdesk tickets when appropriate, and coordinate with VA OI&T (when necessary) to resolve bugs or perform maintenance on CATS.
The Contractor shall develop enhancements to the CATS application and underlying database that further streamline ORO’s business practices and tasks and increase ORO’s ability to use data. The Contractor shall establish the schedule for each planned enhancement in the CPMP and approved by the COR.
The Contractor shall develop CATS Application Code and enhance CATS database in a VA Testing environment with the following capabilities:
Improve ORO and VA research facilities’ communication within the CATS application. This may include but is not limited to the ability to generate routine correspondence (including transmission of attachments) as well as draft and final compliance reports from within CATS.
Ability to generate case-specific and rule-based customizable alerts to be sent to ORO staff and VA facility personnel;
- Enhance CATS Remedial Action Plan Module to facilitate communication between ORO staff and VA research facility-users in order to complete ORO-assigned tasks.
- Permit ORO to analyze compliance trends and generate reports of non-compliance and ORO operational data to assess the effectiveness of ORO’s oversight programs and to identify emerging compliance issues.
- Enhance the Research Compliance and Oversight Metric reports within CATS, which allows users to add, remove or change the data-fields as well as allow the formatting of the reports. The CATS shall allow importing of spreadsheet data and modification of report templates…
