The ICAM Transformation Support Contract is required to ensure VA meets Federal ICAM requirements to manage VA’s identities and access to enable the right entity/individual (proofed, trusted, and credentialed at the appropriate level) to access the right VA resources (facilities and systems), at the right time, for the right reason, in support of the work they are assigned to achieve VA’s mission delivery. Greater customer satisfaction, by enabling resources needed to perform their job upon entry on duty (EOD), and improved security and regulatory compliance will result in significant time and resource savings for VA. The ICAM PMO’s focus is to communicate the value of ICAM investments, alleviate issues related to security deficiencies, and serve as the business sponsor to align VA ICAM solutions to federal guidance such as the General Services Administration’s (GSA) Federal Identity, Credential, and Access Management (FICAM) Roadmap & Implementation Guidance.
The objective of the ICAM Transformation Support Contract is to help promote centralized and consistent: policies, standards, procedures, and technological capabilities with the intent of increasing efficiency, maintaining real-time security and privacy. A key to this goal is lowering costs while managing the identity and access lifecycle of individuals to effectively provide quality service to Veterans. In support of this objective, the ICAM Transformation Support Contract is critical to enabling the ICAM PMO to:
- Present a consolidated list of the relevant ICAM challenges and requirements
- Identify the technical solutions that are available to address these needs
- Identify the quantitative and qualitative benefits of the ICAM solutions
- Estimates the costs, savings, and return on investment associated with ICAM solutions
The ICAM Transformation Support Contract, in collaboration with various systems and business process stakeholders, will define the requirements related to the:
- Establishment and maintenance of digital identities in line with NIST SP 800-63-3
- Onboarding / offboarding of various members of the VA workforce
- Provisioning and deprovisioning of “birth-right” system accounts
- Management of user-level logical and physical access across the VA enterprise
The period of performance (PoP) shall be one (1) 12-month base period (POP) with four (4) 12-month option periods.
