The Contractor shall provide technical support for the SPM Corporate Portfolio Office’s CIS Division.  Major work areas include process management, requirements management, IT capability request management and analysis, solutioning and cost estimation support.

The support and deliverables provided under this PWS are primarily strategic pre-project level analysis and will lead directly to a work statement for the acquisition of a future system or services. Moreover, the support and deliverables provided under this PWS are not at the project level, but through Discovery and Analysis provide project managers enough detail to effectively initiate the request as a project. More granular, project-level support is provided by the product lines themselves. Project or acquisition level support is outside the scope of this PWS.

The Contractor shall work with business customers to develop functional and nonfunctional IT requirements and use cases. The level of detail shall vary depending on the type of implementation of the DMND. At minimum, high-level capabilities and a clear scope of the request shall be required for each DMND. This is a new role being established within CIS and will require the development of templates and processes. Deliverable:  The Contractor shall provide the following support: 1.   1. Identifying and understanding technical needs, Key Performance Indicators (KPIs), risks, key dependencies, Service Level Agreements (SLAs), Operation Level Agreements (OLAs), identifying opportunities to leverage Enterprise Shared Services (ESS’), and reusing/leveraging existing capabilities.
