The VA uses a variety of clinical information systems (CIS) to document clinical care provided to Veterans across a spectrum of clinical services and specialties. These CIS are computer-based systems used to gather, store, and integrate clinical data on patients to the VA’s electronic health record (EHR). These systems may be implemented and used at single VA Medical Center (VAMC) locations, or across entire health care systems at the Veteran Integrated Service Network (VISN) or national levels.

The VA is in the process of transitioning to new CIS for specific clinical solutions as part of national standardization efforts, which introduces a need to retain or migrate the legacy CIS data in some form in alignment with VA policies. The goal of this RFI is to perform market research, assess the feasibility of vendors to meet the VA’s requirements of data migration/ export needs, and identify the different options in this market space. At a high level the legacy CIS uses a SQL database structure to house clinical data, whereas the new CIS uses an Oracle database structure. The VA is interested in exploring market solutions and best practices including but not limited to:

  • SQL to Oracle database migration tools/development services
  • SQL exporting and reports development for legacy CIS data
  • Vendor neutral archive (VNA) solutions to view/manage legacy data.
